Solid Waste Management

Solid Waste Services (SWS) is one of two divisions in the Engineering Services Department.

SWS is one of the County's green operations.

Philosophy of the Solid Waste Services Division:
  • to provide safe, convenient, economical and efficient programmes for the collection and disposal of municipal solid waste and recyclables generated within the County of Wellington,
  • to encourage and educate our ratepayers to reduce and divert the quantity of waste destined for landfill disposal,
  • to pursue innovative ways to handle our waste, and
  • to protect our natural environment by being good custodians of active and closed waste disposal sites.
The activities are many and varied, and consist primarily of a combination of administrative and field operations.

ADMINISTRATIVE OPERATIONS:
  • Budget preparation and cost control
  • Liaising with approval agencies, provincial ministries, etc.
  • Procuring and administering maintenance, construction, material supply, equipment repair and acquisition, collection, processing and disposal contracts
  • Researching best practices and innovative approaches to waste management systems
  • Promoting and communicating the County’s waste management programme and the 3Rs (Reduction, Reuse, and Recycling)
  • Recording and analyzing data for submission to the Ministry of the Environment, Waste Diversion Ontario, Statistics Canada, Solid Waste Services Committee, Treasury Department, and other agencies
  • Data management for operations and other government requirements
  • Responding to inquiries from ratepayers, politicians, and other government agencies.

FIELD OPERATIONS:
  • Coordinating and collecting municipal solid waste and blue box recyclables in collection areas
  • Operating active landfill sites and transfer stations and transporting waste from transfer stations to landfill sites for disposal
  • Transporting blue box recyclables from waste facilities to material recovery facilities for processing and transportation to market
  • Managing the County’s curbside user pay garbage programme
  • Coordinating Household Hazardous Waste Event Days, Alkaline Battery Recycling Programme at libraries, Backyard Composter Truckload sales, Christmas tree collection, etc.
  • Coordinating waste diversion services at waste facilities for brush/wood, white goods, scrap metal, balewrap and tires
  • Operating five selected waste depots for motor oil/filters, antifreeze, automobile & household batteries, aerosols, and propane cylinders
  • operating three reuse centres
  • Investigating illegal dumping issues on County road right of way
  • Continually monitoring the environmental health of active and closed landfill sites, and transfer stations
  • Upgrading and rehabilitating active and closed landfill sites, and transfer stations to improve the environmental health of our facilities, and to better serve our customers
  • Responding to inquiries from ratepayers, politicians, and other government agencies.
